Constitutional Amendment #2: We wanted to do a presentation on those ten constitutional amendments to be found in the November 5th election. We realized it would take a lengthy report so we created, instead, a ten part series covering one proposition on each day’s newscast. Then we needed a source that we trusted to be non-partisan and that sent us to the much honored on–line newspaper, Texas Tribune. Today we talk about proposition #2. How it will read on the ballot: “The constitutional amendment providing for the issuance of additional general obligation bonds by the Texas Water Development Board in an amount not to exceed $200 million to provide financial assistance for the development of certain projects in economically distressed areas. We learned from the Texas Tribune What Prop #2 means: This would allow Texas Development Board to issue bonds to fund for water and wastewater infrastructure projects in areas where median household income is at, or below, 75% of the statewide median income level.
