CLEVELAND COPPER THIEVES

A WRECK IN CLEVELAND RESULTED IN THE ARREST OF FOUR PEOPLE IN CONNECTION WITH THE THEFT OF COPPER WIRE. EARLY YESTERDAY MORNING, CLEVELAND POLICE OFFICIALS REPORT THEY WERE CALLED TO THE EMERGENCY ROOM OF THE CLEVELAND REGIONAL MEDICAL CENTER. CHIEF MARK BRADSHAW SAID, WHEN HIS CLEVELAND OFFICERS ARRIVED, MICHAEL DAVIS, 39 OF NEW CANEY, GAVE CONFLICTING REPORTS ON HOW THE ACCIDENT HAD OCCURRED. ACCORDING TO POLICE, DAVIS SAID THE CAR HE WAS DRIVING IN THE CRASH HAD BEEN TAKEN HOME TO NEW CANEY BY HIS WIFE. HOWEVER, CLEVELAND POLICE SGT. DAVID EDWARDS AND FELLOW OFFICER SPENCER TEMPLETON FOUND THE VEHICLE INSTEAD IN THE CLEVELAND HOSPITAL PARKING LOT. IT WAS THERE LAWMEN found a large bundle of copper wiring. HOWEVER, what officers ALSO found inside the vehicle WAS the biggest surprise. A 17 year old, who NOW IS alleged TO BE THE master mind of this bungleD BURGLARY,. CLEVELAND POLICE CONTACTED THE MONTGOMERY COUNTY SHERIFF'S   OFFICE AND LEARNED THAT AGENCY WAS investigating a burglary at "Cavco" mobile home sales in Porter where copper wiring had been stolen. CLEVELAND P.D. DETAINED THE ALLEGED COPPER CROOKS Until a Montgomery County SHERIFF’S Deputy could meet with THEM.  Three MEN and one WOMAN were released to the Montgomery County SHERIFF’S Department TO BE TRANSPORTED TO NEIGHBORING Montgomery County. All FOUR HAVE BEEN Charged WITH CRIMINAL Mischief- A "State Jail Felony", AND WITH THEFT OF ITEMS OF MORE THAN $1,500.00 BUT  less than $20,000.00 IN VALUE. WE ARE TOLD THERE IS ALSO THE POSSIBILITY OF THE FOURSOME beING charged with Criminal Conspiracy. THE SUSPECTS, ALL ADULTS,  UNDER THE LAW, HAVE BEEN IDENTIFIED AS Michael William Davis, age 39, OF New Caney;   Joseph Quincey Jayroe, 17, Huffman,  Billy Dewayne Burks, age 17, ALSO OF Huffman,  AND Tracy Ann Yates, age 35, OF New Caney, Tx.. DAVIS INJURIES IN THE WRECK THAT LED TO THE ARRESTS WERE NOT SERIOUS.

AN UNEXPECTED BLOW TO THE LOCAL ECONOMY CAME MONDAY WITH THE ANNOUNCEMENT THAT THE GEORGIA PACIFIC PLYWOOD MILL IN CLEVELAND IS LAYING OFF SOME 320 EMPLOYEES, UNTIL FURTHER NOTICE. OPERATIONS AT THE PLYWOOD MILL ARE TO BE CLOSED INDEFINITELY. CLEVELAND CITY MANAGER PHILIP COOK SAID COMPANY OFFICIALS PLAN TO MAINTAIN A SKELETON CREW AT THE PLYWOOD PLANT, WHILE ALSO KEEPING THE APPROXIMATELY 50 WORKERS NOW EMPLOYED AT THE GEORGIA PACIFIC STUD MILL LOCATED ADJACENT TO THE PLYWOOD PLANT. REPORTEDLY A HANDFUL OF THOSE EMPLOYEES AFFECTED ARE BEING TRANSFERRED TO OTHER GEORGIA PACIFIC FACILITIES, INCLUDING ONE IN POLK COUNTY. INFORMATION FROM GEORGIA PACIFIC’S HEADQUARTERS IN ATLANTA, GEORGIA INDICATES ONGOING SLUMP IN THE U.S. HOUSING MARKET HAS RESULTED IN A SEVERE DROP IN DEMAND FOR THEIR PLYWOOD PRODUCTS. COMPANY OFFICIALS SAY THE HALT IN PRODUCTION AT THE CLEVELAND PLYWOOD PLANT WOULD BE LONGER THAN SIX MONTHS. CLEVELAND CITY MANAGER PHILIP COOK SAID THE LAY OFF’S WILL HAVE RAMIFICATIONS THROUGHOUT THE AREA’S ECONOMY. MR. COOK SAID THIS IS BAD NEWS NOT JUST FOR THE OUT-OF-WORK GEORGIA PACIFIC EMPLOYEES AND THEIR FAMILIES, BUT THOSE LUMBER COMPANIES WHO SUPPLY THE PLANT AND NUMEROUS OTHER RELATED INDUSTRIES AND LOCAL MERCHANTS AS WELL. AGAIN THE GEORGIA PACIFIC CORPORATION LAID-OFF ROUGHLY 320 EMPLOYEES AT THEIR PLYWOOD MILL ON FM 787. CLEVELAND CITY MANAGER PHILLIP COOK SAID HE UNDERSTAND GP EMPLOYEES WERE GIVEN 60 DAYS PAY AS SEVERANCE AND TOLD THERE ARE NO PLANS TO REOPEN THE MILL IN THE NEAR FUTURE.

LIBERTY MAN ARRESTED FOR COPPER THEFT

DAYTON POLICE HAVE CHARGED A LIBERTY MAN WITH FELONY THEFT IN CONNECTION WITH A LARGE AMOUNT OF MISSING COPPER. DAYTON POLICE DETECTIVE JOHN HEADRICK SAID THE AMICO KLEMP FACILITY ON KLEMP ROAD IN DAYTON REPORTED THE THEFT OF TWO LARGE BLOCKS OF THE VALUABLE METAL EACH WEIGHING APPROXIMATELY 1,300 POUNDS, WITH AN ESTIMATED VALUE OF $8,000 EACH. DETECTIVE HEADRICK SAID A CHECK OF LOCAL SCRAP METAL YARDS TURNED UP THE STOLEN COPPER. IT HAD BEEN SOLD TO LIBERTY RECYCLING, ALLEGEDLY BY AMICO EMPLOYEE LAWRENCE RALEIGH, 57, OF LIBERTY. RALEIGH IS CHARGED WITH FELONY THEFT. HE WAS ARRESTED WEDNESDAY, BUT IS CURRENTLY FREE ON A $5,000 BOND.

the economic conditions across liberty county, the state and the nation continue to have an impact not only on individuals and businesses but also on GOVERNMENTAL entities. during tuesday’s liberty county commissioners court meeting, county judge phil fitzgerald detailed an anticipated drop in projected county revenues for the coming fiscal year.

liberty county commissioners are working toward adopting the 2010–2011 fiscal year budget before sept 30. as county judge, phil fitzgerald is REQUIRED BY LAW to file a recommended budget with the county clerk’s office. he expects that will BE COMPLETED by july 30. concerning the financial condition summary he presented to commissioners tuesday, judge fitzgerald said he wants everyone to understand the financial situation ahead of this year’s budget process.

the county’s fiscal year runs from october 1 through september 30 of the following year. the current 2009-2010 fiscal year budget projected total expenditures of $34.5 million. that projected deficit spending of $5 million for this year. the funds to cover the shortfalls were to come from the county’s general fund balance plus road and bridge fund balance. however, county judge phil fitzgerald said he expects deficit spending in the current fiscal year to be better than those adopted last year because the county’s expenditures have not been as high as originally projected. nevertheless, the judge said since the county was projecting SIGNIFICANT shortfalls for this year, the ANTICIPATED drop in revenue of about $1.5 million for the upcoming 2010-2011 FISCAL year is a budgeting concern. during tuesday’s meeting, commissioners voted to budget salaries for elected officials at their current levels. the only exception is the salary for the position of county attorney, which was increased by $22,917 based on state law requirements. so, as county officials work on a budget for 2010-2011, they are faced with an anticipated drop in revenue of about $1.5 million. county judge phil fitzgerald will file his proposed budget by the end of this month. in august, notices will be posted concerning any required public HEARINGS on tax rates. then, liberty county commissioners will set the tax rate and adopt their 2010-2011 budget in september.

the u.s. fish and wildlife service will hold a GROUNDBREAKING ceremony next thursday, july 8, for the new texas-chenier plains complex national wildlife refuge ADMINISTRATION building and visitors center. the new 16,100-square-foot facility will be located two miles south of i-10 on fm 563 in chambers county. the Texas Chenier Plains Complex previously had two office BUILDINGS - one located on the Anahuac National Wildlife Refuge and the other in the city of Anahuac. The refuge building was destroyed back in September 2008 by Hurricane Ike. kelly mensah, the wildlife department’s area media specialist for the southwest region, said funds for this new facility are coming from the federal government’s recovery act.

this new office and visitors center will be located on a 15-acre tract along FM 563 donated by Chambers County. The visitor center will have an exhibit and reception area, public restrooms plus a space dedicated to education. there also will what is called an interpretation trail. the total project cost is estimated at $6.1 million. the public is invited to this groundbreaking ceremony for the new texas chenier plains national wildlife refuge ADMINISTRATION building and visitor’s center. that ceremony is next thursday, july 8, beginning at 9 a.m. at the construction site on fm 563, two miles south of I-10 on the west side of the roadway. kshn recently reported the trinity river national wildlife refuge has also received funding for CONSTRUCTION of a new administrative office BUILDING. that new office facility is planned for refuge land on fm 1011, directly across from the sam houston regional library and research center. refuge manager stuart marcus said preliminary drawings are for a 2,700-square-foot facility. that project has an expected COMPLETION date of early 2012.
